PECULIARITIES OF HOUSING AND COMMUNAL ECONOMY ENTERPRISES ADAPTATION TO A CONDITIONS OF UKRAINE ECONOMIC AND LEGAL SYSTEM TRANSFORMATION
Abstract
In the article the prospects of reformation within the housing and communal enterprises have been analysed and its priorities have been highlighted, including the gradual elimination of cross-subsidization, establishing cooperation with venture capital funds, empowering enterprises of housing and communal services, development of competitive environment, providing of enterprises economy activities in the principles of resource conservation. Methodical recommendations for the reforming measures for each area have been presented, given the specific features of each. The possibilities of expanding executive powers for housing and utilities have been considered. In the article additional factors that must be considered during the reform process, including the territorial reference of market utilities and consumers growing shortage of financial resources have been identified.The need of an integrated approach implementation to a competitive environment in the housing and communal enterprises areahas been emphasized.
