Abstract

The study is devoted to methodological basis formation for the sustainable settlements and territories development. There were analyzed a number of Ukrainian legislative and regulatory documents for territorial development planning in this study. Concluded research showed the legislative necessity of ensuring Ukrainian human settlements sustainable development and the lack of formalized assessment, planning and control methods of the territorial development sustainability. The main methodological principles for ensuring the sustainable development of settlements and territories were determined based on existing sustainable development definitions and approaches to its evaluation. Proposed in that research methods allows the sustainable development concept implementation into existing territorial planning principles in Ukraine. Some specific approaches and methods of development sustainability assessing proposed for application at all stages of strategic planning, such as an indicative and model approach. There is also necessity of adding the results of sustainable territorial development assessing to the strategic planning information base. One of the most promising methods for assessing the development sustainability in the short-term planning horizon is the creation of virtual strategic models for the territorial development using CIM technologies. Information modeling allow to create any virtual strategic model of territorial development and to determine its technical and economic, environmental and social indicators. The application of the sustainable concept in the territorial planning system allows local authorities and city managers to eliminate the existing acute problems of the country's territories development, such as reducing the inhabitants’ quality of life, environment pollution and decline of rural areas. It will also allow avoid these problems in the future. The CIM-technologies application for developing the models of urban areas development sustainability assessing may be chosen as the further research direction on the chosen topic.
