Abstract
On the basis of the research are formulated and substantiated scientific statements which, together, can be described as a theoretical synthesis and solution modeling of random phenomena in the economy, which is of great economic importance , which allows the practice of eco Sgiach relationships to solve the problem of forecasting and establish sound modes providing a specific socio - political conditions, the reliability of the structural- parametric elements of the economy sector in the region and the country as a whole.
