Abstract
Analyzes the prospects for planning strategies for sustainable territorial development based on the synergy of local communities and use the powers of their inhabitants on monitoring , control and expansion of the use of leverage over local governments in the context of growth and efficient use of human resources through the implementation of programs at the regional level "positive action " to address gender issues.
