CLASSIFICATION OF THREATS IN THE SPHERE OF HOUSING AND COMMUNAL SERVICES IN THE CONTEXT OF HUMAN DEVELOPMENT SECURITY

Abstract
The article analyzes the theoretical aspects of housing and utility services in the context of human development security. On the basis of generalization and systematization of the scientists’ experience in the field of the negative factors’ influence to the functioning and development of housing and utility services, the authors complement the classification of threats in the housing and utilities sector. This classification takes into account the socio-economic situation and the instability of human security. In particular, by the nature of the impact, we propose introducing the latent impact that is not clearly manifested in the processes of production in the housing and utilities sector. Such threats are factors of negative influence, connected with the decrease of quality of life or labor migration of the population. As a result of a thorough analysis of the housing and utility services, on functional classification, in addition to already existing threats the authors proposes to supplement institutional threats with the communication component. The type of institutional and communication threats takes into account the insufficient level of coordination of objects and subjects in the sphere of provision of housing and communal services to consumers; lack of well-coordinated measures to reform the housing and communal services; the absence of regulatory relationships between producers, suppliers, executors and consumers of housing and communal services, etc. Modern requirements for the sustainable development of the housing and communal sphere require the organization of communication processes at a qualitatively new level. Communication tools that connect the organization and functioning of the housing and utilities sector with the environment in the form of effective legal support increases the overall efficiency of housing and communal services. So, the improved classification should be the background for the development of the information base and the identification of real and potential threats of functioning security of the housing and utilities sector.
