Abstract
Conceptual bases of formation of balanced scorecard as an example of Kharkiv considering TOR 100 rankings of global cities. Highlighted the following priority areas of strategic development : 1) cross-border metropolis comfortable and safe living conditions of people , and 2 ) the center of transport and communications, information technology and communications , and 3 ) the center of industry, science and technology innovation , and 4 ) the center of business activity , and 5) center of education, culture, physical culture , sport and tourism , 6) quality of life of the local community ( providing components) , 7) the quality system of territorial management , 8) quality of life of the local community ( resulting components) . According to the priority areas identified personnelpektyvne vision of Kharkov in today's globalized world. Formed strategic mission of the city of Kharkov in the global , national, regional and municipal levels . The system of strategic development objectives in a balanced scorecard format .
