THE THEORETICAL COMPONENTS OF THE ENERGY SAVING PROCESSES IN THE HOUSING AND COMMUNAL ECONOMY

The problems of theoretical support of energy saving processes are investigated. It has been proved that it must include technical, economic and organizational components. Software and project management technologies should be used as a tool for solving urgent problems of energy saving.
Improving the energy efficiency of utilities is a national strategic goal, as the industry is the main consumer of energy resources and uses them with low efficiency. In scientific support of this task there is a considerable range of unresolved issues, which became the motive for writing the article. The theoretical and methodological plan set and solved the task of clarifying the concepts of the topic under study and defined the theoretical and methodological approach and the concept of the mechanism of energy saving management in the housing and communal services complex on the basis of design technologies.
Based on the study of existing definitions of the concepts of "energy saving", "energy efficiency", "modernization", "reform" and a family of derivatives from them and the related definitions, the following content was clarified: elements (various energy resources) and a number of features of energy use (technologies, equipment, organizational and economic mechanisms); • energy saving in utilities is a strategically important task, as the industry is dealing with significant costs and direct losses of energy resources; • In the energy saving process, mainly technical, technological and organizational and economic factors of influence are involved, which together are determined by the level of development of the human factor and culture of consumption.
Conducted studies of the conceptual and meaningful nature of energy saving in utilities leads to the conclusion about a set of problems that can be formulated in the structure of scientific direction "energy economy", which should include all elements of the flow of funds in the energy sector, from tariffs to indicators of profitability (loss) of utilities " ”And“ energy design ”.
In order to determine the logic of solving energy-saving problems, conceptual (verbal), graphical and mathematical models of energy-saving systems and processes are proposed, which reveal a significant aspect of improving the energy efficiency of the national utility system.
The basic provisions of application of the project method of management of energy-saving processes have been developed, based on the fact that the project approach combines software-targeted installations, resource support of works, regulatory and economic base and perfect information support, which is a type of engineering and economic tools for solving complex tasks.
