FORMALIZATION OF THE PROBLEM OF CHOICE OF TRANSPORT-FORWARDING SERVICE TECHNOLOGY OF FREIGHT OWNERS IN INTERCITY

The article deals with the problem of the efficiency of freight forwarding services of cargo owners in intercity freight delivery by road transport. To increase efficiency, the authors proposed a new approach to determining the rational technology of freight forwarding services.
The process of providing freight forwarding services is presented in the form of a contour of the functional connection of forming the quality of freight forwarding services. The managed object of this system is the freight forwarding service market. It consists of a set of freight forwarding enterprises that form offers of freight forwarding services that exist in this market, and a combination of cargo owners that form the demand for freight forwarding services. The freight forwarding market is influenced by many external factors such as the economic performance of freight forwarding market participants, the street and road network, and so on. The consumer subsystem is formed by cargo owners, who are divided into groups according to the characteristics stipulated by the complex of necessary list of freight forwarding service. Demand of freight forwarding is formed by the flow of requests of freight owners. Parameters of requests’ flow are the volume of the consignment, the delivery distance, the number of requests and the list of additional services required for the cargo owners. Freight forwarding companies form a servicing subsystem that fixes dispatchers by groups of cargo owners and a list of the work they perform.
The offered model of technology of freight forwarding service of cargo owners in intercity allows to choose rational technology of freight forwarding service. Rational technology consists in the most complete satisfaction of the requirements of cargo owners, while rationally using the resources of participants in the process of freight forwarding services. As a criterion, it is suggested to use commercial risk and the overall cost of freight forwarding.
The commercial risk of the freight forwarding company is a composite indicator of reliability in determining the quality of freight forwarding services and is associated with the likelihood of losses in the provision of freight forwarding services. The research proposes to consider commercial risk as a risk of not receiving the expected income of the freight forwarding company when applying various freight forwarding technologies.
