DEVELOPMENT OF NATIONAL ARMS MARKET AS THE KEY DEFENSE-INDUSTRIAL COMPLEX ABILITY TO DEFEND SECTOR OF UKRAINE
Abstract
The questions about the delivery of weapons and military equipment to foreign markets over the past two and a half decades have contributed not only to the inflow of foreign exchange earnings in Ukraine, but also the preservation and technological development of the sector defense industry and mechanical engineering. Delivery of weapons and military equipment is the main source of foreign exchange income in the military sphere, however, important for Ukraine is the provision and implementation of repair and modernization of military technology and equipment.
A significant part of the defense companies have the State Space Agency of Ukraine (about 25 companies) and the Ministry of Defense of Ukraine (16 core factories, mainly companies with recovery of arms and military technology (IWT)). Some companies are separate ministries (eg, NGO "Fort" subordinate to the Interior Ministry of Ukraine, Zaporozhe State Enterprise "Radiopribor" is run by the Security Service, etc.)
Logical would be to ensure the development of private enterprises by creating appropriate conditions for this. This approach will provide the maximum defense and keep the export potential of the country and prevent "total importation" defense sector.
At present military-industrial complex defense industries is crucial for the country in terms of maintaining national security and promote the development of innovative economy. In this regard, reform of the defense industry is an urgent task of the national agenda. As of today the sector defense industry is in a state of situational adaptation to internal and external challenges. In view of this, the industry is inefficient and does not use the potential that remained from Soviet times.
