SOCIO-ECONOMIC TRANSFORMATION
Abstract
The influence of socio-economic transformations in the formation of a modern model of development. The possibility to find the optimal model of the territorial organization of power in general, and is organically linked with the process of decentralization of powers aim, namely distinction, balance and avoid duplication of powers between the local state administrations and local governments.
Prospects for successful socio-economic development depends largely on the capacity of industrial powerful regions, scientific and educational centers - such as Kharkov, who also is a powerful industrial and scientific center that carries out large payments to the state budget and is at least the force of circumstances, deserves special attention to the prospects of further development.
As noted by most experts, scientists’ modernization as the process involves not only the introduction of economic change and reform and most areas of public relations, one of the key among which is the relationship between public authorities and local governments.
Analysis of socio-economic development of Ukraine last years leads to the conclusion that fixed by the Constitution of Ukraine model of territorial organization of government has demonstrated a lack of ability in a market economy efficiently and effectively influence the processes of socio-economic and cultural development of the territories and to ensure quality of provision of public services to the population that would meet European standards.
