THE ROLE OF THE PROFESSIONAL-LABOR REHABILITATION OF PERSONS WITH DISABILITY IN THE CONTEXT OF OCCUPATIONAL SAFETY
Abstract
The article illustrates statistical data characterizing the growth of the number and low level of professional employment of persons with disabilities in Ukraine. It is shown that there is a tendency for the growth of the number of persons with disabilities among the working-age population, which leads to significant economic losses at the state level. The effective mechanism to improve for improving the situation is to ensure ensuring the employment of persons with disabilities. It not only solves the issues of social protection of people with stable health problems, but also promotes the implementation of their creative and professional skills. The complexity of organizing the safe stay of workers with disabilities in the workplace and in the territory of the enterprise is caused by the reluctance of the employer to employ a person with a disability, even in spite of the requirements of the quota system.
The article analyzes the Ukraine legislative acts concerning social protection and medical and social examination of persons with disabilities that determine the role of vocational and labor rehabilitation of persons with special needs in facilitating the employment of a worker with a disability, as well as ensuring the safety of his stay in the workplace. It is noted that it is difficulty difficulties in organizing the safety of person with disability in the enterprise and directly in the workplace is a major obstacle to the professional self-realization and socialization of persons with persistent physical disadvantages. Effective carrying out of vocational and labor rehabilitation allows adapting and rationalizing the workplace to the employee's capabilities, taking into account his state of health and ensuring a high level of professional ability.
The technical means for ensuring the safety of workers with disabilities in the workplace are divided into the following groups: technical means providing accessibility for the worker with disabilities to the target, sanitary and hygienic zones and other purposes; technical means providing the appropriate level of information provision for moving an employee with special needs on the territory and premises (visual, acoustic, tactile); technical means for ensuring the safety of the worker at the workplace (fences, alarm systems, locks, etc.).The combination of measures for vocational and labor rehabilitation with the provision of the workplace with the means of safety necessary for person with disability will increase the level of occupational safety at the enterprise.
