CITY-LOGISTICS CONCEPT IN MEGAPOLIS MANAGEMENT

Abstract
The process of metropolis management inevitably involves managing the resource potential of the city in order to improve the community's living standards and ensure the development of the metropolis as a complex open system. As part of the study, the authors proposed a conceptual approach to formalize and optimize key elements of city management based on the logistic approach. The terminology database of the research is defined and ordered. The analysis of ways to utilize a city-logistics concept in order to create programs of housing and communal services development of the metropolis is carried out.
Managing metropolis is a multi-dimensional category that involves various aspects of a metropolis as an object of management, including economic, legal, organizational, informational, technical ones, etc. Along with this important control factor is the choice of indicators of management, which is an assessment of the state (properties) of the object of management. The analysis of the metropolis management problem from the point of view of its resource potential management is carried out. Under these conditions, a mathematical model of a multicriteria dynamic planning problem (the first function of resource potential management) in a given time range of planning has been constructed. The interconnection of the concepts of metropolis logistics system and logistic infrastructure is determined. It is shown that the development of the existing logistic infrastructure, solution of problems of updating, adaptation of increase of efficiency, creation of new implementations of logistic infrastructure is carried out within the framework of a programmatic approach based on the development and implementation of tools for mathematical modeling of the optimal structure and parameters. The main trends of the project environment (external and internal environment) of logistic infrastructure development programs are presented.
