Abstract

On the basis of conducted researches results of dynamics development emergency situations (ES) of various character in the territory of the state (on the example of Ukraine) at accidental development in space and different time of danger sources and at their destabilizing influence on activity of the state conditions of effective creation informational and analytical subsystem of prevention management processes and localization of consequences emergency have been established.

Results of statistical development researches, that in the difficult and ambiguous social and economic conditions and in the conditions of danger development of activity in the territory of the state according to the strategy of Public reforming service of Ukraine on emergency situations there is a need of improvement functioning of the Uniform State System of Civil Protection (USSCP). The shown need of number definition of problematic issues of scientific and informational and technological character which concern optimum control of prevention processes, localization and mitigation of emergency consequence.

On the basis of explained there are all bases to claim that the informational and analytical subsystem of management prevention processes and localization of emergency consequences has to include down from object to state levels different functional elements of a territorial system of emergency monitoring and the system of the situational centers that provides a possibility of complex inclusion of this subsystem in operating USSCP.
