THE CONDITION OF SUSTAINABLE DEVELOPMENT AND EU REQUIREMENTS ON ENVIRONMENTAL SAFETY OF HUMAN DEVELOPMENT PLANNING SYSTEMS
Abstract
The article presents the results of the study of the main provisions of the concept of sustainable development and the requirements of the EU to ensure the ecological safety of wastewater systems in settlements. Sustainable management of water resources and access to safe water are essential for unlocking economic growth and productivity, and provide significant leverage for existing investments in health and education. The natural environment contributes to management and regulation of water availability and water quality, strengthening the resilience of watersheds and complementing investments in physical infrastructure and institutional and regulatory arrangements for water access, use and disaster preparedness. Protecting and restoring water-related ecosystems and their biodiversity can ensure water purification and water quality standards. More than 30 per cent of wastewater resulting from human activities is discharged into water bodies with pollution. Eutrophication effects have been well studied, and they depend on the nutrient loadings to the receiving waters and the volume and residence time of water of these systems. Over the last several decades, countries throughout the world have experienced an escalating and worrisome trend in the incidence of problems termed “harmful algal blooms” (HABs). The term “harmful algal bloom” is very broad and covers blooms of many types, but HABs all have one unique feature in common—they cause harm, either due to their production of toxins or to the manner in which the cells’ physical structure or accumulated biomass affect co-occurring organisms and alter food-web dynamics. The recommendations of the international summits on sustainable development are defined. The method of choice of the best technologies of ecologically safe drainage in settlements located on eutrophied water objects as an important component of ecological and social safety of settlements of Ukraine is offered. The relative importance of certain factors for the introduction of environmentally safe water disposal using the analytic hierarchy process (HР) is defined as the basis for the management system of ecologically safe water using - an important component of environmental and social security of Ukrainian settlements.
