KEY ASPECTS OF IMPROVEMENT REGULATORY FRAMEWORK CITIES OF ENVIRONMENT
Abstract
Improved practice of local government in the field of environmental protection and natural resource management requires improvement of the legal framework, identify and eliminate contradictions in the existing legalacts.
The authors investigated the self-governing system of environmental management.
It was established that the improvement of the legal bases in the first place requires the following tasks:
1. Determine the amount of compensation corporations and individuals for environmental pollution and other environmental damage caused by violation of legislation on the improvement and protection of the environment.
2. The organization of territories and objects of natural reserve fund.
3. The permit for special use of natural resources.
4. The organization of monitoring compliance with legal requirements and individuals in the field of household and industrial waste.
5. The coordination of the respective territory of Conservation.
