IMPROVEMENT OF ENVIRONMENTAL MONITORING SYSTEMS, INDICATORS ENVIRONMENTAL DIMENSION OF THE SUSTAINABLE DEVELOPMENT STRATEGY OF UKRAINE
Abstract
The indicators measuring the environmental component of the quality of life for evaluation of results of the Program for the Conservation of the Natural Environment, that is provided by a roadmap of the Strategy for Sustainable Development "Ukraine - 2020", are not defined.There is no single approach to a complex evaluation of the environmental condition currently being influenced by increasing anthropogenic impact on the Ukrainian ecosystem.
In order to form the ecological indicators, while also considering a deficiency of the material resources, as well as the urgency of the issue, it is recommended to utilize the following conceptual approaches:
- Ecological indicators shall be compatible with the existing regulations in full measure, and require minimal correction to the current law;
- Utilize the present environmental monitoring system to the greatest degree;
- Hold the optimal number of indexes;
- Provide the most probable estimate of the ecological condition of the state and regions.
It is recommended to complete the list of previously elaborated parameters of meterage of the ecological condition of the region and the state, that are defined for a quantitative evaluation of a sustainable development of the Ukrainian region’s quality of water resources.
There is a current regulatory basis and methodology for defining these parameters in the Ukraine. Its implementation does not require any extra material resources.
