ANALYSIS OF THE MARKET OF SALE OF LAND PARCEL RIGHTS ON COMPETITIVE BASIS IN KHARKIV REGION

Land bids occupy a significant place in the ways of acquiring the right of ownership or use of land plots of state or communal property in Ukraine.
As part of the study, the authors identified the procedure for conducting land trades in two common ways - traditional (in a specific place) and electronic (on-line auction).
The conducted land auction for the sale of land plots and the rights to them of state and municipal property in the Kharkiv region in 2013-2018 is analyzed. It was revealed that at the same time, the number of lots in relation to the sale of the right to lease land plots of agricultural purpose is predominated. Over the past 5 years, the total area of land for agricultural commodity production of state and municipal property has increased by 25%, for which land bids have been conducted.
There is a heterogeneity in the number of auctions in different regions in the Kharkiv region, ranging from 47 land plots to 0.The heterogeneity of the market for the sale of rights to land plots of state and municipal property on a competitive basis in the regions can be explained by the fact that in the current year the term of the lease agreements for the respective land plots for the conduct of commodity agricultural production has expired only in the respective regions.
The data of the conducted researches testify to the high demand for lease of agricultural land of state and municipal property, which is connected, including with legislative restrictions on the sale of land for commercial agricultural production and plots provided at the expense of these lands. There is a gradual increase in the size of the rent for such land plots.
Taking into account that the minimum period of lease for agricultural land is set at the level of seven years, it can be argued that the positive dynamics of obtaining the rights to lease such land plots on a competitive basis and increase the size of rent for them. At the same time, the question of the functioning of electronic trading requires the improvement and adoption of a number of legislative acts that will ensure the development of private-lease relations and increase financial receipts in budgets of all levels.
