CONCEPTUAL PROVISIONS FOR CREATION GEOINFORMATION SYSTEM "SMART UNIVERSINI"

The article explores the possibility of creating an intelligent system "smart university", analyzes the problems in creating such a system. The essence of the problem is to resolve the contradictions between the great capabilities of modern methods and means of IT technologies and the complexity of the structures and processes of managing higher education institutions. In addition, the elements of such systems are people with high intellectual potential, which creates difficulties in optimizing decision-making processes in such systems. The phenomenon of information and technological singularity deepens the problem. To resolve or mitigate the identified contradictions, the article analyzes the main scientific components of the design of complex systems - systemological, scientific and technological foundations. The features of the structure and communication of the "smart university" system, which consists in the presence of both internal and external relations, and relations, are revealed. The scientific foundations of building a system of "smart university" is characterized by the integration of methods and models of the humanities and technical sciences. The specifics of the application for the creation of “smart university” systems consists in the combined use of the technological foundations for constructing intelligent, linguistic and geographic information systems. The basic principles of building an intelligent system “smart university” are similar to the conceptual provisions of “smart objects” such as “smart home”, “smart city”, etc. Using the decomposition method, a higher educational institution appears to be an interconnected set of different types of support, for example, information-cartographic support, material and technical support, etc. In the research process, it is proposed to use a combination of methods and technological solutions of geoinformation, linguistic and intellectual technologies. An important scientific direction for the construction of the “smart university” system, which is currently dynamically developing based on the latest achievements of the information and communication revolution, is digital education and training. In addition, noospheric is a promising area of digital education. It involves both the systematization of students' knowledge and the development of their creative abilities. When building this system and individual components, the previous experience of creating a support system for educational processes at the Department of Land Administration and Geoinformation Systems is taken into account. Proposals have been made to create an experimental site for testing innovative methods and means of digital training and education. A further transition is expected at the department from digital to noospheric education, which, in our opinion, will mitigate the contradictions of the aforementioned problem.
